Menus on Custom Map

im currently creating a map and wanted to put a menu in which allowed the user to select  options, ive seen this used on maps such as Life of a colonist when giving units to another player or selecting the type of unit you want to play as a menu apears on screan with a list of options. anybody know how i can create these?
