Dont you think Blizzard will eventually come around to letting people roll any toon starting at lvl 55 anyways just like the death knights? That is amazing though, but I dont quite understand, do you need to recruit somone, then have them level to 60, then they can reward you with levels up till 60?

For every two levels the recruitee gets, he can grant one to a friend <= his level.
Get a level 30 toon
Level your recruitee to 60
Grants 30 levels to your level 30

You won't do that in 20 minutes. Instead you have to level two 60s on the recruitee account.
EDIT: and this only gets you 58 levels, so you either need to level your guy to level 2 first, or do the cloth quartermaster quests (with triple xp) at 59.

You can get someone to lvl 3 in 20min without trying though, so it's definitely not implausible.

Well sure, you can hit level 2 almost by accident. I'm just guessing that many people forget that you only get 29 "free" levels for each level 60 on the new account, so they don't remember to do that.
It's also possible that you can't be "gifted" level 60...I was never really clear on that. I just know that many people hit 60 with the cloth turnins.
