Topic: Bad performance with new build..?

I just assembled a new system this morning and for some reason I get lag spikes every time I open a new program or execute any task.  In games I run anywhere between 40 and 60 fps and then suddenly I drop to 2 fps for about one to two seconds.  It is a very strange problem and I have never encountered it before.

My specs 
E8400 Core 2 Duo 3.0Ghz
2 GB Muskin 800mhz DDR2
Radeon 3870 512 MB
Windows XP SP3

Any ideas?

I ran memtest86+ for a whole night and it reported no errors.  I naturally though that ram was the issue but at last according to memtest it is not.  Perhaps I can try a different ram diagnostic program?  I also noticed that the issue effects sound.  I am pretty sure it is not a virus of spyware issue, since this is a clean format.

Try running the dual core version of Prime95 and see if your system freezes.

Ran the CPU and Mem heavy tests for about 30 min each and no errors.  But my problem persists.  It really does not make any sense that there is a serious problem and this is clearly indicated by a 2 to 3 sec delay every time I open a program or even type, yet according to all of the stress tests the hardware is fine.  I cannot be a software issue since this is a clean Windows install.  This has me completely beat and I have been building systems for several years now.

Since we've ruled out all 3 things that could be causing pauses like that (bad memory, bad PSU, overheating), this IS a software issue. Or rather, a lack of software issue.

One or more of your drivers are faulty. I'd start with trying different versions of your video drivers and chipset drivers. Update everything, even if it is already the "latest" version. Better yet, go to device manager and make sure everything has no yellow or red marks next to it. To 100% verify this is software, download any Linux LiveCD and run it. If the random pauses aren't present in the LiveCD, it is some sort of driver issue.

Thanks for all of your help, but I am not so sure.  This started happening as soon as I booted to Windows for the very first time.  I noticed this delay when I opened the Windows star menu and at this time no drivers were installed.  I will dry the Linux LiveCD.

I figured it out.  It was an hardware issue.  This morning I woke up to find that my OS wont load, I checked in bios and noticed it no longer recognized my hard drive.  I installed my old SeaGate and everything returned to normal.  The computer works at it should.  Thanks for you help anyway guys.
